A BILL FOR AN ACT

 

 

RELATING TO ILLEGAL FIREWORKS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Each county with a population of not less than seven hundred thousand shall establish within its police department an illegal fireworks enforcement unit that shall work a dedicated shift, undercover, during times designated by the chief of police as being likely for heightened violations of chapter 132D, Hawaii Revised Statutes.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the State to meet its constitutional obligation under article VIII, section 5, of the state constitution, in sharing in the cost of the local mandate imposed upon the affected county under this Act.

     The sum appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.


     SECTION 3.  This Act shall take effect on July 1, 2022.
