THE SENATE

S.B. NO.

202

TWENTY-FIFTH LEGISLATURE, 2009

STATE OF HAWAII

A BILL FOR AN ACT

MAKING A GRANT-IN-AID for THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that the Hawaii County Economic Opportunity Council is a private non-profit organization established in 1965 whose sole purpose is to serve the low-income population in the county of Hawaii.  Specifically, the agency has provided county-wide transportation services in the county of Hawaii for disadvantaged persons for more than thirty-three years and is also the only agency in the county that transports low-income persons exclusively.

The legislature further finds that the agency needs to replace ten transportation vehicles in order to continue to transport the county's low-income population to and from public and private service facilities.

The purpose of this Act is to appropriate funds to the county of Hawaii to be used for a grant-in-aid to the Hawaii County Economic Opportunity Council for the purchase of buses to serve the disadvantaged elderly, pre-school children, and disabled persons throughout the county of Hawaii.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $600,000 or so much thereof as may be necessary for fiscal year 2009-2010 for a grant-in-aid to the county of Hawaii for the purchase of ten new buses to serve the disadvantaged elderly, pre-school children, and disabled persons.

The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2009.
