A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the nineteenth senatorial district.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $109,300,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of financing capital improvement projects for the nineteenth senatorial district, as follows:
1. To be expended by the department of transportation:
A. Fort Weaver road, Oahu
Construction related to road improvements and extension of Keanui drive to Renton road.
Construction $34,000,000
Total funding $34,000,000
2. To be expended by the university of Hawaii:
A. University of Hawaii, West Oahu, Oahu
Construction related to campus improvements.
Construction $10,000,000
Total funding $10,000,000
3. To be expended by the department of education:
A. Ilima intermediate school, Oahu
Design and construction for new sixth grade building; ground and site improvements; equipment and appurtenances.
Design $ 2,000,000
Construction, equipment, and
appurtenances $33,000,000
Total funding $35,000,000
B. James Campbell high school, Oahu
Design and construction for completion of an athletic stadium and support facilities per master plan (the track and field having been funded in fiscal biennium 2019-2020); ground and site improvements; equipment and appurtenances.

Total funding $30,300,000
SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2021.
