A BILL FOR AN ACT

 

 

RELATING TO MEDICAL FACILITIES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to require any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves Compact of Free Association benefit recipients to:

     (1)  Establish diversity and inclusion training for all staff; and

     (2)  Hire interpreters and community health care workers as necessary to bridge the language and cultural divide with the community.

     SECTION 2.  (a)  Any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves recipients of benefits pursuant to the Compact of Free Association Act of 1985, Public Law 99-239, or the Compact of Free Association between the United States and the Government of Palau, Public Law 99-658, shall:

     (1)  Establish and implement a program of diversity and inclusion training for all staff; and

     (2)  Hire interpreters and community health care workers as necessary to effectively communicate with, and provide culturally sensitive services to, the community.

     (b)  The Hawaii health systems corporation shall provide oversight and enforcement of the establishment and implementation of diversity and inclusion staff training and the hiring of any necessary interpreters and community health care workers.

     (c)  The Hawaii health systems corporation shall submit a report on the implementation of diversity and inclusion staff training and the hiring of any necessary interpreters and community health care workers to the legislature no later than twenty days prior to the convening of the regular session of 2022.

     SECTION 3.  This Act shall take effect on July 1, 2060.

Description:

Requires any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves Compact of Free Association benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community health care workers as necessary to bridge the language and cultural divide with the community.  Requires the Hawaii health systems corporation to provide oversight and enforcement.  Requires the Hawaii health systems corporation to provide a report to the legislature.  Effective 7/1/2060.  (HD1)
