A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Hawaii Arts Alliance was founded in 1980. Formerly known as the Hawaii Alliance for Arts Education, the organization was established as a nonprofit and operates as a charitable organization pursuant to section 501(c)(3) of the federal Internal Revenue Code. In keeping with its current mission to build creativity through advocacy, community, and education for the arts, Hawaii Arts Alliance promotes education programs that are based on the integration of arts with other core academics for creative learning.
In 2011, the President's Committee on Arts and the Humanities announced a new federal initiative called Turnaround Arts, a national program that brings arts education to high-poverty elementary and middle schools across the country. The purpose of this initiative is to focus on turning around the country's lowest-performing schools, narrow achievement gaps, and increase student engagement in school through the arts. In 2015, three schools in Hawaii were invited to be a part of this national program: Kalihi Kai elementary school, Kamaile academy, and Waianae elementary school. The Turnaround Arts program, in partnership with the Hawaii Arts Alliance, provides training and resources to the schools to address their individual needs for achieving the program objectives. Currently, the initiative in Hawaii directly supports the creative learning of two thousand thirty-six students and one hundred seventy-five teachers and administrators, and their surrounding communities.
The Hawaii Arts Alliance was invited by the President's Committee on Arts and the Humanities to be part of the Turnaround Arts program in large part because of the organization's leadership in convening an arts education working group in Hawaii. The legislature formally recognized this working group in Act 80, Session Laws of Hawaii 1999. The legislature then codified the working group, now known as ARTS FIRST, in Act 306, Session Laws of Hawaii 2001. The working group originally comprised three state entities: the state foundation on culture and the arts, the department of education, and the University of Hawaii; as well as two statewide nonprofit organizations focused on education: the Hawaii Association of Independent Schools and the Hawaii Arts Alliance. Since its inception, the ARTS FIRST partners have successfully collaborated to ensure children growing up in Hawaii can engage in meaningful arts education learning experiences as part of their formal education. ARTS FIRST continues to strengthen and embolden the individual and collective work of the partnership.
For the first two years of the Turnaround Arts program, costs were shared between the President's Committee on Arts and the Humanities and the Hawaii Arts Alliance. Hawaii Arts Alliance privately raised $360,000 annually to support the program. This year, and for the years following, the John F. Kennedy Center for the Performing Arts, with which the Hawaii Arts Alliance maintains a partnership, will oversee the national Turnaround Arts program and share in the costs of running the program here in Hawaii. Given the program's success, the intent is for the three schools currently participating in the Turnaround Arts program to receive full budgetary support from the department of education and to serve as models for expansion.
The purpose of this Act is to make an appropriation to the department of education to support the Turnaround Arts program in Hawaii in partnership with Hawaii Arts Alliance.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the purpose of supporting the Turnaround Arts program in Hawaii in partnership with the Hawaii Arts Alliance.
The sums appropriated shall be expended by the department of education through a contract with Hawaii Arts Alliance for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2017.
