A BILL FOR AN ACT

 

 

RELATING TO HAWAIIAN LANGUAGE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaiian language college at the University of Hawaii at Hilo requires a broader income base to better fund its operations, services, and outreach program.  The Hawaiian language college has established the first master's program, first doctoral program, first teacher education program, and first preschool through grade twelve laboratory school program in Hawaiian or in any Native American language.  The Hawaiian language support center is the primary provider of curriculum materials in the Hawaiian language, online materials in the Hawaiian language, in-service training through the Hawaiian language, Hawaiian lexicon development and dissemination, Hawaiian language American Council on the Teaching of Foreign Languages proficiency testing, and Hawaiian language medium college courses for high school students in the State.

     Annually, the indigenous language outreach program draws many visitors from other states and countries.  These visitors request various services and products relating to language revitalization and the use of indigenous languages in education rooted in the science of linguistics.  Section 304A-2270, Hawaii Revised Statutes, established the Hawaiian language college revolving fund to provide funds for the college but only provides for deposits into the fund from sales of Hawaiian language materials.  The Hawaiian language college provides many other services and products for which fees are traditionally charged, and allowing such fees to be deposited into the Hawaiian language college revolving fund would help the Hawaiian language college do even more in the field of indigenous languages and provide a wider range of services and products.

     The purpose of this Act is to expand the scope of the Hawaiian language college revolving fund to allow any funds generated by the Hawaiian language college, Hawaiian language support center, and indigenous outreach program through fees for services, training, and sale of language-related materials to be deposited into the revolving fund.

     SECTION 2.  Section 304A-2270, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§304A-2270[]]  Hawaiian language college revolving fund.  There is established the Hawaiian language college revolving fund into which revenues [from the sale of Hawaiian language materials] generated by the Hawaiian language college, Hawaiian language support center, and indigenous outreach program through fees for services, training, and the sale of language-related materials shall be deposited.  Moneys deposited into this fund shall be expended to support the Hawaiian language college at the University of Hawaii at Hilo established under section [[]304A-1301[]]."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
