A BILL FOR AN ACT

 

 

Relating to Public Housing.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that solar water heating systems provide numerous financial, economic, and environmental benefits to Hawaii's residents, businesses, electric utility companies, and to the State itself.  The State of Hawaii spends billions of dollars each year to import fossil fuels.  By using the sun instead of expensive and polluting fossil fuel to heat water, Hawaii immediately benefits from one of its best and least expensive import substitution opportunities.

     The purpose of this Act is to appropriate funds to the Hawaii public housing authority for the first two years of a five-year project to install solar water heating systems for public housing units in the State.

     SECTION 2.  The public housing authority shall install solar water heating systems for all public housing units within five years from the effective date of this Act.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $13,360,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal biennium 2009-2011 for the installation of solar water heating systems for public housing units in the State. 

     SECTION 4.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.

     SECTION 5.  The sum appropriated shall be expended by the public housing authority for the purposes of this Act.

     SECTION 6.  The public housing authority, in cooperation with other state and federal agencies, shall seek all available sources of funding for the project, including but not limited to funds from the Hawaii housing finance and development corporation as provided in section 201H-204, Hawaii Revised Statutes, and grants from the United States Department of Energy as provided in title 10 Code of Federal Regulations sections 420.1 through 420.38.

     SECTION 5.  This Act shall take effect on July 1, 2009.
