A BILL FOR AN ACT
relating to technical literacy for incarcerated individuals AND PAROLEES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established the technical literacy for incarcerated individuals pilot program to be administered by the department of public safety.
(b) The department shall enter into a public-private relationship with a third-party entity to administer the pilot program at one men's and one women's correctional facility in the State to be chosen by the department; provided that the third-party is one that is engaged in the business of developing curriculum for, administering, and providing support resources for technical literacy programs for incarcerated individuals.
(c) The pilot program shall:
(1) Educate eligible incarcerated individuals through a training program, consisting of five hundred hours of instruction and self-study time, on the fundamentals of computer science and programming; and
(2) Provide eligible parolees who have successfully completed the initial five hundred hour training program while incarcerated with additional course offerings in courses such as software development, cyber security, database administration, entrepreneurship, and educational technology.
(d) The department shall have sole authority in determining which incarcerated individuals and parolees are eligible for participation in the program; provided that the department shall consult with the third-party entity administering the program to develop criteria for determining the eligibility of incarcerated individuals and parolees.
(e) The department shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2020 detailing the costs of the program and the outcomes for participating individuals.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the technical literacy for incarcerated individuals pilot program established pursuant to this Act.
The sums appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2017.
