A BILL FOR AN ACT

 

 

relating to development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  University of Hawaii-Manoa special district; workgroup; plan; report.  (a)  There is established a temporary University of Hawaii-Manoa special district planning workgroup within the office of planning.  The director of planning or the director's designee shall act as chairperson of the workgroup.  The workgroup shall consist of representatives of:

     (1)  The University of Hawaii;

     (2)  The department of transportation;

     (3)  Hawaii community development authority;

     (4)  Hawaii housing finance and development corporation;

     (5)  The department of business, economic development, and tourism;

     (6)  The mayor of the city and county of Honolulu; and

     (7)  The council of the city and county of Honolulu.

     (b)  The workgroup shall develop a plan to establish a University of Hawaii-Manoa special district that would anticipate and respond to changes to the area surrounding the University of Hawaii at Manoa, particularly upon the construction of a mass transit station.  The plan shall include an examination of at least the following:

     (1)  The potential for growth in the research capacity of the University of Hawaii at Manoa and its effect on the Manoa campus and surrounding area;

     (2)  Transit-oriented development that maximizes benefits to the State and to the special district upon the construction of a mass transit station within the special district;

     (3)  The potential and feasibility of developing plans for student housing and affordable housing, including rental units, in the special district;

     (4)  The feasibility, including advantages and disadvantages, of establishing a development authority to oversee development, redevelopment, and construction of infrastructure within the special district similar to the Hawaii community development authority under chapter 206E, Hawaii Revised Statutes, including identifying boundaries and guidelines for creating such an authority; and

     (5)  Specific steps, including any necessary proposed legislation, to implement the special district.

     (c)  The workgroup shall:

     (1)  Convene its initial meeting no later than July 15, 2009;

     (2)  Submit its findings and recommendations, including the plan and any necessary proposed legislation, to the legislature no later than December 31, 2010;

     (3)  Terminate on June 30, 2011.

     SECTION 2.  This Act shall take effect upon its approval.
