A BILL FOR AN ACT

 

 

relating to irrigation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  A reliable irrigation system is the lifeblood of Hawaii's agricultural industry.  To ensure that Hawaii's crops receive a steady and dependable supply of water, sufficient funding is needed to maintain and improve Hawaii's irrigation systems.

     The purpose of this Act is to provide additional funding needed for the repair and maintenance of irrigation systems throughout the State, including additional personnel for the department of agriculture to improve oversight and management of the irrigation systems.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $           or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 to be deposited into the irrigation repair and maintenance special fund and used for the purposes specified in section 3 of this Act.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  There is appropriated out of the irrigation repair and maintenance special fund the sum of $           or so much thereof as may be necessary for fiscal year 2011-2012 for the following:

     (1)  $          for the east Kauai irrigation system;

     (2)  $265,000 for the Waimanalo irrigation system;

     (3)  $          for the Molokai irrigation system;

     (4)  $2,000,000 for the upcountry Maui irrigation system;

     (5)  $          for the Lower Hamakua ditch irrigation system;

     (6)  $505,000 for the Waimea irrigation system;

     (7)  $2,000,000 for the Waiahole ditch irrigation system;

     (8)  $400,000 for the agricultural water use development plan;

     (9)  $96,234 for a new engineer (VI, SR 28) position;

    (10)  $56,635 for a new irrigation system manager (SR 21) position;

    (11)  $36,830 for the conversion of an existing clerk-typist II temporary position to a new clerk-typist III position (SR-13); and

    (12)  $207,332 for the creation of a mobile disaster emergency response team consisting of four new irrigation system service worker II positions (WC-7) with salaries of $51,833 each.

The projects are deemed necessary to qualify for federal aid financing or reimbursement.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 4.  The appropriations made for the capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 5.  This Act shall take effect on July 1, 2011.
