A BILL FOR AN ACT

 

 

relating to procurement.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that greater coordination among state and federal agencies is necessary to meet the food sustainability goals of the Aloha+ Challenge.  Food sustainability is an ongoing concern for Hawaii, and a strategic plan consistent with the goals of the Aloha+ Challenge is necessary to help break the goal of food sustainability into personalized objectives for departments and stakeholders.  Coordination and collaboration with all interested state and federal agencies including but not limited to the United States Department of Agriculture Child Nutrition Programs, the Hawaii department of agriculture, department of education, and department of public safety are necessary for the purpose of working to achieve food sustainability in Hawaii.

     The purpose of this Act is to establish a position within the state procurement office for the purpose of developing and executing a strategic plan, consistent with the Aloha+ Challenge goals and objectives, for achieving food sustainability in Hawaii through collaboration with all relevant state and federal agencies.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 to fund a one full-time equivalent (1.0 FTE) position within the state procurement office tasked with developing and executing a strategic plan, consistent with the Aloha+ Challenge goals and objectives, for achieving food sustainability in Hawaii through collaboration with all relevant state and federal agencies.

     The sums appropriated shall be expended by the state procurement office for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
