HOUSE RESOLUTION

 

 

URGING THE PUBLIC UTILITIES COMMISSION TO consider the ESTABLISHment of PREFERENTIAL RATES FOR THE PURCHASE OF ENERGY THAT IS USED OR CONSUMED FOR AGRICULTURAL ACTIVITIES.

 

 

 


     WHEREAS, expanding the agricultural sector in Hawaii is essential to gaining self-sufficiency and food sustainability in the State; and

 

     WHEREAS, purchasing energy is a major cost component for those seeking to enter or sustain a business in the agricultural industry and rising energy costs have adversely impacted business viability and feasibility; and

 

     WHEREAS, preferential rates for the purchase of energy for agricultural activities will support the long-term viability and growth of agriculture in the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Public Utilities Commission is urged to consider the establishment of preferential rates for the purchase of energy used or consumed for agricultural activities, including eligible agricultural activities of the Department of Agriculture; and

 

     BE IT FURTHER RESOLVED that any mechanism to provide preferential rates be by decision and order on an application for preferential rates filed by a public utility that includes, among other things:

 

     (1)  A bona fide request from the ratepayer to the public utility for preferential rates; and

 

     (2)  Proof from the ratepayer to the public utility that the energy will be used or consumed for agricultural activities; and

     BE IT FURTHER RESOLVED that the Public Utilities Commission, in consultation with the Department of Agriculture, may establish additional criteria for energy used for agricultural activities; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Public Utilities Commission and Chairperson of the Board of Agriculture.
