HOUSE RESOLUTION
URGING THE DEPARTMENT OF TRANSPORTATION TO ENGAGE IN PUBLIC education and OUTREACH TO REDUCE LITTERING, PROMOTE AND ENCOURAGE PARTICIPATION IN the ADOPT-A-HIGHWAY PROGRAM TO KEEP ROADS LITTER-FREE, AND WORK WITH the COUNTIES TO EXPAND THE ADOPT-A-HIGHWAY PROGRAM TO INCLUDE COUNTY ROADS.
WHEREAS, litter on state roads and highways is unsightly and destroys the natural beauty of the islands; and
WHEREAS, litter can find its way into the storm drain system and go directly into the ocean, which poses a threat to marine life and ocean water quality; and
WHEREAS, litter continues to be a recurring issue in the State; and
WHEREAS, additional efforts to educate the public about the consequences of littering will help to reduce littering and decrease the cost to the Department of Transportation for cleaning up litter; and
WHEREAS, the Department of Transportation's Adopt-a-Highway program allows community groups and businesses to volunteer to pick up litter along a designated portion of a state road or highway; and
WHEREAS, additional support and educational outreach to the public from the Department of Transportation will enable community groups and businesses to be more active in the Adopt-a-Highway program; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Transportation is urged to undertake public education and outreach about littering and the consequences of littering; and
BE IT FURTHER RESOLVED that the Department of Transportation is urged to reinvigorate participation in the Adopt-a-Highway program and to consider how to provide additional support to groups participating in the Adopt-a-Highway program, such as sending periodic reminders and considering other low-cost ways of keeping participants engaged; and
BE IT FURTHER RESOLVED that the Department of Transportation is urged to work with the counties to expand the Adopt-a-Highway program to include county roads; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and the mayor of each county.
