HOUSE RESOLUTION
requesting work on the h-1 corridor study to be expedited and the state and the city and county of honolulu TO evaluate traffic management initiatives and Department of Transportation-sponsored projects in the Oahu Metropolitan planning organization-approved FY 2011-2014 Transportation Improvement Program to address traffic congestion in the Aiea-Red Hill-Moanalua-Salt Lake area.
WHEREAS, Hawaii's citizens and businesses rely on a viable roadway system for mobility and economic prosperity; and
WHEREAS, the 2015 TomTom Traffic Index ranked Honolulu as the third most congested city in the United States with a 32 percent congestion level, behind only San Francisco at 34 percent and Los Angeles at 39 per cent; and
WHEREAS, significant factors and conditions that exacerbate traffic in the Aiea-Red Hill-Moanalua-Salt Lake areas include: the Moanalua, H-1, and H-3 Freeways' exits and entrances, Kaiser Permanente Moanalua Medical Center, Aliamanu Military Reservation, Honolulu International Airport, the Federal Detention Center, The U.S. Postal Service Honolulu District Office, Tripler Army Medical Center, Fort Shafter, Camp Smith, Aloha Stadium, Joint Base Pearl Harbor-Hickam, Ford Island, Pearl Harbor, the Pacific Aviation Museum, the U.S.S. Arizona and Battleship Missouri Memorials, Pearlridge Shopping Center, and several large residential developments; and
WHEREAS, traffic volumes for the Moanalua Freeway west of Kahuapaani Street have ranged between 48,625 and 37,775 vehicles and volumes for the Moanalua Freeway at Moanalua Stream Bridge have ranged between 115,345 and 96,155 vehicles, respectively, over the past 22 years; and
WHEREAS, the 2015 American Highway Users Alliance's report "Unclogging America's Arteries 2015: Prescriptions for Healthier Highways," noted that the H-3 merge at Ala Kapuna Street is a significantly congested bottleneck of national significance, with a queue length of 0.7 miles and an annual total delay of 607,100 hours; and
WHEREAS, in 2011, the Oahu Metropolitan Planning Organization (OMPO) published the Congestion Management Process Report, which lays out projects planned by OMPO to alleviate traffic congestion throughout the island of Oahu as part of its Oahu Regional Transportation Plan (ORTP) 2035 project; and
WHEREAS, the comprehensive Congestion Management Process Report identified the following ORTP funded projects to improve traffic congestion conditions in the Aiea-Red Hill-Moanalua-Salt Lake area: ORTP Project #2 to widen the Interstate Route H-1 by one lane in the eastbound direction, from the Waiawa Interchange to the Halawa Interchange; ORTP Project #12 to widen Salt Lake Boulevard from two lanes to six lanes, between Maluna Street and Ala Lilikoi Street and to widen Puuloa Road from Pukuloa Road to Nimitz Highway; and ORTP Project #27 to extend a PM contra-flow lane westbound from Keehi Interchange to Radford Drive; and
WHEREAS, the State Department of Transportation is in the final stages of its H-1 Corridor Study to identity the causes of congestion along this traffic corridor and to propose solutions for congestion problems along the corridor; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the Department of Transportation is requested to work with the Department of Transportation Services of the City and County of Honolulu to expedite work on the Department of Transportation's H-1 Corridor Study and complete the study by June 2016, in order to develop recommendations to address the Aiea-Red Hill-Moanalua-Salt Lake congestion and to enable timely funding of critically needed projects; and
BE IT FURTHER RESOLVED that the Department of Transportation and Department of Transportation Services of the City and County of Honolulu are urged to evaluate the following traffic management initiatives: ORTP Project #2, ORTP Project #12, and ORTP Project #27 and their impact on traffic congestion in the Aiea-Red Hill-Moanalua-Salt Lake area to determine whether additional projects are needed to address traffic congestion in the Aiea-Red Hill-Moanalua-Salt Lake area; and
BE IT FURTHER RESOLVED that the Department of Transportation and Department of Transportation Services of the City and County of Honolulu are requested to evaluate how the following three Department of Transportation-sponsored projects in the OMPO-approved FY 2011-2014 Transportation Improvement Program will help to address traffic congestion in the Aiea-Red Hill-Moanalua-Salt Lake area: (1) OS8- Freeway Management System, Interstate H-1, H-2, and Moanalua Freeeway (Routes H-201 and 78), Phase 1C; (2) OS9 – Freeway Management System, Interstate H-1, H-2, and Moanalua Freeway (Routes H-201 and 78), Phase 2A; and (3) OS12 - Freeway Management System, Interstate H-1, H-2, and Moanalua Freeway (Routes H-201 and 78), System Manager; and
BE IT FURTHER RESOLVED that the Department of Transportation, with assistance from the Department of Transportation Services of the City and County of Honolulu, submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and Director of the Department of Transportation Services of the City and County of Honolulu.
