STATE OF HAWAII

 

 

 

 

 

HOUSE RESOLUTION

 

 

requesting the attorney general to publicize certain international treaties and protocols to county and state agencies and to prepare templates for county and state agencies to use to create reports pertaining to those treaties and protocols.

 

 

 


     WHEREAS, the United States has entered into several United Nations treaties and protocols that obligate the United States to publicize the text of those treaties and protocols to its states and territories; and

 

     WHEREAS, the treaties and protocols also obligate the United States to provide regular reports pertaining to those treaties and protocols to the United Nations committee administering the treaty or protocol that includes reports at the federal, state, and local levels; and

 

     WHEREAS, Hawaii can become a leader among the states in assisting the United States in fulfilling its dual publicizing and reporting obligations under these treaties and protocols; and

 

     WHEREAS, Hawaii is an island state populated with people from countries around the world and has long recognized its role in the United States and in the global community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Attorney General is requested to publicize certain international treaties and protocols to county and state agencies and to prepare templates for county and state agencies to use to create reports pertaining to those treaties and protocols; and

 

     BE IT FURTHER RESOLVED these international treaties and protocols are the International Covenant on Civil and Political Rights, the International Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the International Convention on the Elimination of All Forms of Racial Discrimination, the Optional Protocols to the United Nations Convention on the Rights of the Child, the Optional Protocol on the Involvement of Children in Armed Conflict, and the Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Attorney General.
