STATE OF HAWAII

 

 

 

 

 



     WHEREAS, the United States and Hong Kong have built a long-standing relationship to encourage Hong Kong's prosperity, autonomy, and to promote trade and investment as stated in the U.S.-Hong Kong Policy Act of 1992. 

 

     WHEREAS, the Act of 1992 stipulated that the United States would treat Hong Kong as a separate entity from the rest of China even after Hong Kong was transferred from British rule in 1997. 

 

     WHEREAS, the United States has substantial economic and social ties with Hong Kong including a large number of American citizens residing there and U.S. firms headquartered there. 

 

     WHEREAS, Hong Kong currently exists as a semi-autonomous zone within China and the citizens of this zone were guaranteed autonomous control of local government and the rights and freedoms they had grown accustomed to under British rule until the year 2047 under the transfer agreement; and

 

     WHEREAS, in 2019 protests broke out in Hong Kong as a reaction to a proposed law that would have allowed the local government to arrest Hong Kong citizens and turn them over to another nation for trial.  This law was supported by the local government's Chief Executive; and

 

     WHEREAS, the extradition law was feared because of its potential as a tool for the Chinese Communist Party to persecute Hong Kong citizens who have criticized the Communist Party and participated in opposition political parties; and

 

     WHEREAS, the United States Congress passed a bill known as the Hong Kong Human Rights and Democracy Act in 2019, which the President signed into law to protect U.S. citizens and businesses, defend human rights for all Hong Kong residents, and prohibit politically motivated retaliation; and

 

     WHEREAS, the ideals the Hong Kong protesters claim as inherent and inalienable rights are also set forth as the law of the land by the Constitution of the United States of America, which was adopted on behalf of the people of Hawaii; and

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Legislature commends the courage and commitment to democracy and human rights displayed by the Hong Kong protesters; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, the Hawaii members of the United States Congress, the Consulate General of the United States, Hong Kong, and the Governor of the state of Hawaii.
