HOUSE RESOLUTION

 

 

Requesting the Legislative auditor to complete a study TO IDENTIFY possible MEANS OF revenue generation THROUGH ALTERNATE USE OF land at the site of THE Oahu Community Correctional Center.

 

 


     WHEREAS, finding new and innovative approaches to generate revenue is important to the economic and financial future of the State; and

 

     WHEREAS, state-owned land at the site of the Oahu Community Correctional Center is underutilized and may not currently be used to the highest and best use; and

 

     WHEREAS, converting underutilized state-owned property at the Oahu Community Correctional Center to the highest and best use is an innovative source of new revenue; and

 

     WHEREAS, existing business, commercial, industrial, and planned rail transit uses near the Oahu Community Correctional Center would benefit from maximizing use of this publicly-owned property; and

 

     WHEREAS, in order to develop new revenue from state-owned land at the Oahu Community Correctional Center, new business, commercial, and industrial activities should be considered for the land, as an alternative to using the land as the site of a correctional facility; and

 

     WHEREAS, an audit of the state-owned land in the area would determine if land is currently utilized at the highest and best use; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Auditor is requested to complete a study to identify possible means of revenue generation through alternate uses of state-owned property at the site of the Oahu Community Correctional Center to determine the highest and best use of the commercially zoned property; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to:

 

     (1)  Review and evaluate possible alternative development that should be considered for state-owned properties at the site of the Oahu Community Correctional Center to ensure the highest and best use; and

 

     (2)  Identify potential revenues, costs, and expected issues that may arise from converting property used for the Oahu Community Correctional Center to these alternate revenue generating activities; and

 

     BE IT FURTHER RESOLVED that the Office of the Auditor is requested to submit a report of its findings and recommendations, as well as any proposed legislation, regarding potential revenue generating activities at the Oahu Community Correctional Center to the Legislature no later than 20 days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Public Safety and the Acting Auditor.
