HOUSE RESOLUTION

 

 

requesting the department of facility maintenance of the city and county of honolulu to clean certain streams and canals in waipahu.

 

 

 

     WHEREAS, the maintenance of many streams and canals on the island of Oahu fall under the jurisdiction of the Department of Facility Maintenance of the City and County of Honolulu; and

 

     WHEREAS, the lack of stream and canal maintenance often leads to clogged, overgrown or debris-filled streams and canals that function poorly, especially during rain events, and can result in local flooding and other safety hazards; and

 

     WHEREAS, Waikele Stream, the canal adjacent to Bill Balfour Jr. Waipahu District Park that intersects Paiwa Street, and the canal along Honowai Park and Honowai Elementary are examples of stream and canals that have debris and are overgrown with fast-growing vegetation that increase siltation, increase breaches that flood adjacent properties, and impair water flow to the streams, canals, and lochs; and

 

     WHEREAS, community members who live near Waipahu streams and canals often feel responsible for maintaining them even when it is the responsibility of the Department of Facility Maintenance of the City and County of Honolulu to ensure the proper maintenance of streams and canals under its jurisdiction for the safety and well-being of the public and the environment; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Facility Maintenance of the City and County of Honolulu is requested to clean the following stream and canals in Waipahu:

 

     (1)  Waikele Stream;

 

     (2)  The canal adjacent to Bill Balfour Jr. Waipahu District Park that intersects Paiwa Street; and

 

     (3)  The canal along Honowai Park and Honowai Elementary; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Facility Maintenance of the City and County of Honolulu and Chief Engineer of the Department of Facility Maintenance of the City and County of Honolulu.
