HOUSE RESOLUTION
requesting the Department of Land and Natural Resources to conduct a feasibility and cost study relating to the construction of a boat ramp in the Puna District.
WHEREAS, the 2018 Kilauea eruption destroyed numerous properties and roads in the Puna District of the island of Hawaii; and
WHEREAS, subsequent lava flows from Kilauea Volcano continue to create hazards and obstacles in the Puna District; and
WHEREAS, these recent lava flows have made the only boat ramp and pier in the Puna District inaccessible and unusable; and
WHEREAS, fish caught from the boat ramp in the Puna District account for over thirty percent of the total fish caught on the island of Hawaii; and
WHEREAS, the loss of the boat ramp in the Puna District has increased fuel costs and travel times for independent fisherman, resulting in an increase in the price of fresh fish in the State; and
WHEREAS, the Puna District has few economic opportunities and the fishing industry is one of the largest economic drivers in the district; and
WHEREAS, a new boat ramp is an economic necessity for the post-disaster recovery efforts in the Puna District; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Land and Natural Resources is requested to conduct a feasibility and cost study relating to the construction of a boat ramp in the Puna District; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
