HOUSE RESOLUTION

 

 

URGING THE STATE OF HAWAII AND CITY AND COUNTY OF HONOLULU TO EXAMINE THE POSSIBILITY OF ESTABLISHING AN AIEA COMMUNITY CENTER AS EFFORTS CONTINUE TOWARD THE RELOCATION AND CONSTRUCTION OF OAHU COMMUNITY CORRECTIONAL CENTER IN AIEA.

 

 

 


     WHEREAS, the area of Aiea shoulders the burden of a substantial portion of state infrastructure, including the H-1 Freeway, H-3 Freeway, Daniel K. Inouye International Airport, Halawa Correctional Facility, Aloha Stadium, Red Hill Bulk Fuel Storage Facility, and Joint Base Pearl Harbor–Hickam and Camp Smith; and

 

     WHEREAS, plans are currently in place to construct another major component of state infrastructure in Aiea:  Oahu Community Correctional Center; and

 

     WHEREAS, the Honolulu City Council recently adopted Resolution 19-136, CD1, FD1, "Approving an Application for a Plan Review Use Permit for a New Oahu Community Correctional Center in Halawa, to Replace the Current Facility in Kalihi.", to approve an application for a Plan Review Use Permit, the precursor to the State pursuing the relocation of the jail facility from Kalihi to Aiea; and

 

     WHEREAS, Aiea is already significantly burdened by the immense toll of state infrastructure on the community; and

 

     WHEREAS, in early 1998, the historic Aiea Sugar Mill, a one-hundred-year-old landmark on Oahu that served as a gathering place and center of the community for nearly a century, was torn down; and

 

     WHEREAS, in 2002, 6.8 acres of the former Aiea Sugar Mill site were purchased by the City and County of Honolulu for use as an Aiea Town Center and for elderly housing; and

 

WHEREAS, in 2003, the State purchased adjacent property and built the new Aiea Public Library, which opened on July 19, 2014, and now sits on the site of the former Aiea Sugar Mill; and

 

     WHEREAS, the Honolulu City Council adopted Resolution 19-194, "Authorizing the Mayor or the Mayor's Designee to Enter Into a Development Agreement Between the City and County of Honolulu and EAH Inc., to Develop a Senior Affordable Rental Project at the Former Aiea Sugar Mill Site.", which involves a partnership between the City and County of Honolulu and EAH Inc., a nonprofit developer, to build an apartment community for low-income seniors at the former Aiea Sugar Mill site; and

 

     WHEREAS, the Aiea Community Association has long envisioned the many possibilities for the State of Hawaii and City and County of Honolulu to revitalize the area and create a world-class community center for the Aiea community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the State of Hawaii and City and County of Honolulu are urged to examine the possibility of establishing an Aiea Community Center as efforts continue toward the relocation and construction of Oahu Community Correctional Center in Aiea; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Mayor of the City and County of Honolulu, Comptroller, Director of the Department of Land Management of the City and County of Honolulu, and President of the Aiea Community Association.
