HOUSE RESOLUTION

 

 

REQUESTING THE CITY AND COUNTY OF HONOLULU TO INCLUDE COMMUNITY GARDEN OR DESIGNATED URBAN GARDEN AREA PLANS TO ANY NEW DEVELOPMENT PROJECTS IN THE county.

 

 

 


     WHEREAS, there is a need for the development of affordable, high-density units for residents of the State, especially in the City and County of Honolulu; and

 

     WHEREAS, fresh foods play a significant cultural role in Hawaii's diverse immigrant and Hawaiian populations, but access to these foods can be difficult; and

 

     WHEREAS, much of the food in Hawaii is imported or expensive, which impacts our residents' ability to access food, particularly fresh food; and

 

     WHEREAS, obesity, which is a curable, lifestyle disease, afflicts 11.5 percent of youths between 10 to 17 years of age and 24.9 percent of adults in Hawaii, and represents a major health burden to the individual and State; and

 

     WHEREAS, obesity can be reduced by increased access to fresh, healthy foods; and

 

     WHEREAS, urban and community gardens increase access to fresh, healthy fruits and vegetables; provide physical and mental health and environmental benefits; and provide green spaces; and

 

WHEREAS, urban and community gardens can make neighborhoods more attractive and increase property values; act as a safe community space; be a focal point for community engagement; and make communities more sustainable; and

 

     WHEREAS, since 1975, ten community gardens have been established and administered by the City and County of Honolulu Department of Parks and Recreation to provide people living in Honolulu's densely populated communities access to garden plots; and

 

     WHEREAS, since 1975, the demand for new community gardens has increased as the population of the City and County of Honolulu has grown, with a current wait-time for a community garden plot taking months; and

 

     WHEREAS, urban and community gardens are an affordable intervention since much of the administration and labor of the community garden are performed by the garden organization members themselves; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the City and County of Honolulu is requested to include community garden or designated urban garden area plans for any new residential developments in the county; and

 

     BE IT FURTHER RESOLVED that consideration of the community garden or designated urban garden area plans include:

 

(1)  Access to the community garden, possibly defined in terms of the number of residents within a certain radius to a community garden or urban garden area;

 

(2)  Partnerships with developers of any new high-density developments to incorporate in the building design rooftop gardens and other gardening areas for new high-density developments;

 

(3)  Input from the community regarding the location and accessibility of community gardens;

 

(4)  Integration of community garden or designated urban garden areas in other planned open spaces; and

 

(5)  Determination of the public benefit of adding spaces for community gardens or designated urban garden areas; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to Governor, Mayor of the City and County of Honolulu, and Director of Parks and Recreation of the City and County of Honolulu.
