HOUSE CONCURRENT

RESOLUTION

 

 

requesting a sunrise analysis of dental therapists.

 

 

 


     WHEREAS, the practice of dental therapy involves providing oral health care services under the supervision of a licensed dentist in settings that serve low-income, uninsured, and underserved patients or are located in dental health professional shortage areas; and

 

     WHEREAS, the dental therapist is a mid-level provider with distinct educational, examination, and practice requirements, and whose practice is separate and distinct from the practice of dentistry, dental hygiene, or dental assistance; and

 

     WHEREAS, dental therapists currently practice in Minnesota and Alaska and soon, Maine, and are the dental equivalent of nurse practitioners, who are able to perform some, but not all, of a physician's treatments and often are willing to work in areas where doctors are scarce; and

 

     WHEREAS, the practice of dental therapy is currently an unregulated profession in the State and, therefore, specific proposals to regulate the practice must be referred for analysis by the Auditor; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Auditor is requested to conduct, pursuant to section 26H-6, Hawaii Revised Statutes, a sunrise analysis of the profession of dental therapists as proposed under H.B. No.    ; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
