HOUSE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY RELATING TO SAFETY IMPROVEMENTS ON ROOSEVELT BRIDGE.
WHEREAS, Roosevelt Bridge was constructed over Kipapa Gulch in 1933 to facilitate military access to Schofield Barracks; and
WHEREAS, the safety of residents may be at risk because of the condition of Roosevelt Bridge; and
WHEREAS, the community has had a long-standing concern regarding vehicular safety on the bridge; and
WHEREAS, the bridge is narrow and has limited visibility, especially at night; and
WHEREAS, flooding has caused the bridge to close on a number of occasions; and
WHEREAS, numerous fatal accidents and serious injuries have occurred on the bridge; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Department of Transportation is requested to conduct a feasibility study of vehicular safety improvements on Roosevelt Bridge; and
BE IT FURTHER RESOLVED that the Department of Transportation is also requested to explore bridge widening, improved lighting, safety precautions, and planning alternatives; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations to the Legislature, no later than twenty days prior to the convening of the Regular Session of 2012, including:
(1) Final cost estimates;
(2) Detailed discussion of potential impediments to the improvements; and
(3) Recommendations to overcome the impediments; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; the Director of Transportation; and the Mayor, the Chairperson of the Council, and the Director of the Department of Transportation Services of the City and County of Honolulu.
