HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING that THE COUNTIES prepare a report to the legislature on proposed applications of congestion pricing strategies.

 

 


     WHEREAS, congestion pricing is the practice of establishing a fee structure for the use of certain roadways and zones during high-use periods for the purpose of moderating traffic flow and increasing vehicle throughput; and

 

     WHEREAS, various jurisdictions throughout the world are using or proposing congestion pricing as a strategy for improving transportation system performance; and

 

     WHEREAS, according to the Federal Highway Administration, congestion pricing offers promising opportunities to cost-effectively reduce traffic congestion, increase the reliability of highway system performance, and improve the quality of life for residents who may experience intolerable traffic congestion; and

 

     WHEREAS, while variably priced tolls for certain lanes or roadways are already commonplace nationally and internationally, an increasing number of cities are adopting zone-based charges; and

 

     WHEREAS, in London, since instituting a flat daily fee equal to $15.21 per car for entry into a particular eight square mile area on weekdays, traffic congestion in the city has reduced; journey time reliability and air quality have improved; and a long-term funding source for public transit improvements, including pedestrian and bike infrastructure, has been created; and

 

     WHEREAS, in Stockholm, over the past twelve years a similar program which charges a variable fee not to exceed $4.14 per car for entry into and exit from a thirteen square mile area on weekdays has yielded similar benefits to those realized in London; and

 

     WHEREAS, in New York City, in an effort to reduce the number of vehicles entering Manhattan, officials have begun the process of implementing a congestion pricing strategy to take effect in 2021; and

 

WHEREAS, implementation of congestion pricing by the counties on county-owned roads could alleviate traffic congestion throughout the State; and

 

WHEREAS, an initial assessment of the feasibility of implementing congestion pricing in the counties is necessary; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the counties are requested to prepare a report to the Legislature on possible applications of congestion pricing strategies by the counties; and

 

     BE IT FURTHER RESOLVED that, to the extent possible, the counties are requested to include the following information in their report:

 

(1)  Detailed usage information for any roadways or zones for which the counties propose to implement congestion pricing and current or planned transportation alternatives available to access these roadways or zones;

 

(2)  A proposed range of congestion pricing fees or charges;

 

(3)  Projected or target net revenues; and

 

(4)  Potential uses of net revenue; and

 

     BE IT FURTHER RESOLVED that the counties are requested to also include with the report any proposed legislation necessary for the successful implementation of congestion pricing in the counties; and

 

     BE IT FURTHER RESOLVED that the counties are requested to submit a preliminary report of their findings and recommendations, including any proposed legislation, to the Legislature no later than December 1, 2020; and

 

     BE IT FURTHER RESOLVED that the counties are requested to submit a final report of their findings and recommendations, including any proposed legislation, to the Legislature no later than December 1, 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Mayor of the County of Hawaii, Mayor of the County of Maui, and Mayor of the County of Kauai.
