HOUSE CONCURRENT

RESOLUTION

 

 

requesting the University of Hawaii at Hilo's Pacific Aquaculture and Coastal Resources Center to convene a working group to examine the feasibility of establishing a research program for the stewardship of marine protected areas.

 

 

 


     WHEREAS, increasing population growth and mounting demands on natural resources have created a pressing need for the implementation of sustainable solutions; and

 

     WHEREAS, in 2005, the Legislature embraced sustainability as a guiding principle in the future development and land use management of the Hawaiian Islands when it established the Hawaii 2050 Task Force; and

 

     WHEREAS, the native Hawaiian land tenure system recognized the interconnectedness of island ecosystems whose health was necessary to the survival of native Hawaiian communities; and

 

     WHEREAS, conducting research and collecting data on marine protected areas will provide information that will lead to a greater understanding of these areas by a wider circle of stakeholders; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the University of Hawaii at Hilo's Pacific Aquaculture and Coastal Resources Center convene a working group of interested stakeholders to examine the feasibility of establishing a research program to:

 

     (1)  Collaborate with the federal government on issues pertaining to stewardship of aquaculture and marine protected areas;

 

     (2)  Conduct research and catalogue scientific data on the Papahanaumokuakea Marine National Monument;

 

     (3)  Seek federal funds and grants to support the program; and

 

     (4)  Consult with experts on native Hawaiian aquaculture and marine ecosystems in areas including fishing practices and ocean and atmospheric conditions; and

 

     BE IT FURTHER RESOLVED that the working group is requested to consider which organization is best suited to implement the program; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii at Hilo's Pacific Aquaculture and Coastal Resources Center is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of the University of Hawaii at Hilo's Pacific Aquaculture and Coastal Resources Center.
