HOUSE CONCURRENT

RESOLUTION

 

 

requesting that the public utilities commission include in its annual report to the governor, information about the fossil fuels used by electric and gas utilities in the state.

 

 

 


     WHEREAS, the use of hydraulic fracturing, the process of drilling into the earth by directing a high-pressure liquid mixture at subterranean rock to open fissures and release oil or gas, has prompted valid environmental concerns in the United States; and

 

     WHEREAS, the environmental concerns caused by hydraulic fracturing include earth tremors, groundwater contamination, and the release of greenhouse gases into the atmosphere, contributing to global climate change; and

 

     WHEREAS, an increasing proportion of the fossil fuels that utilities import and use in the State come from sources that use hydraulic fracturing to produce those fuels; and

 

     WHEREAS, due to the impact that hydraulic fracturing has on the global environment, the State and its people have the right to know the amounts of fossil fuels derived from hydraulic fracturing that are used by electric and gas utilities in the State; and

 

     WHEREAS, the Public Utilities Commission, pursuant to section 269-5, Hawaii Revised Statutes, is required to provide the Governor with an annual report of its actions during the preceding fiscal year; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Public Utilities Commission is requested to include in its annual report to the Governor, information about the fossil fuels that each gas and electric utility uses in the State, including at minimum, the:

 

     (1)  Amount, type, and sources of fossil fuels imported; and

 

     (2)  Amount of fossil fuels derived from hydraulic fracturing; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Chairperson of the Public Utilities Commission.
