HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO ESTABLISH THE HAUULA BEACH PARK MARINE LIFE CONSERVATION DISTRICT.

 

 

 


     WHEREAS, Hauula Beach Park on Oahu's North Shore is known for the fringing reef that extends from its shoreline; and

 

     WHEREAS, the beach's nearshore waters are also home to more than four hundred species of fish and other marine life; and

 

     WHEREAS, ocean activities, such as swimming, parasailing, water sledding, high-speed boating, and commercial boating, threaten the reef, fish, and other sea life; and

 

     WHEREAS, Marine Life Conservation Districts, established by the Department of Land and Natural Resources, are designed to conserve and protect marine environments and resources; and

 

     WHEREAS, as part of the 30x30 Marine Initiative, the Division of Aquatic Resources of the Department of Land and Natural Resources plans to develop a network of Marine Management Areas to better protect the State's nearshore marine resources while ensuring the continuation of sustainable fishing practices; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Department of Land and Natural Resources is requested to establish the Hauula Beach Park Marine Life Conservation District; and

 

     BE IT FURTHER RESOLVED that the Legislature recommends that the conservation district extend seaward for one mile from the shoreline of Hauula Beach Park, identified by TMK numbers 1-5-4-0-010-330-0000; 1-5-4-0-010-640-0000; 1-5-4-0-010-350-0000; and 1-5-4-0-010-360-0000 into state marine waters; and

 

     BE IT FURTHER RESOLVED that rules adopted for the Hauula Beach Park Marine Life Conservation District shall include protections for the practice of Native Hawaiian rights that are customarily and traditionally exercised for subsistence, cultural, and religious purposes pursuant to Article XII, section 7, of the Hawaii State Constitution; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resource.
