HOUSE CONCURRENT
RESOLUTION
URGING state agencies to effectively manage and control the feral cats and chickens on state properties within their respective jurisdictions to avoid creating a nuisance, causing damage, and other negative impacts to neighboring private properties.
WHEREAS, many state-owned or controlled properties, including unimproved and improved lands, are adjacent to privately owned lands; and
WHEREAS, some state properties harbor feral cats, chickens, or both that may foray or cross onto neighboring private property and cause a nuisance or property damage; and
WHEREAS, current laws prohibit or regulate animals on private property to avoid creating a nuisance in the community; and
WHEREAS, an excessively large number of feral cats or chickens on state property creates an unnecessary burden on Hawaii residents; and
WHEREAS, state agencies with feral cats, chickens, or both on their property must effectively manage and control the population of these animals to avoid adverse effects to adjacent private property; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that state agencies are urged to effectively manage and control the feral cats and chickens on state properties within their respective jurisdictions to avoid creating a nuisance, causing damage, and any other negative impacts to neighboring private properties; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of Agriculture, Director of Transportation, President of the University of Hawaii, Superintendent of Education, and any other executive of a state agency with jurisdiction over state property that harbors feral cats, chickens, or both.
