A BILL FOR AN ACT

 

 

RELATING TO TEACHER HOUSING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 302A-832, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§302A-832[]]  Teachers' housing program; administration.  (a)  The department shall administer the teachers' housing program under this subpart.  The department shall:

     (1)  Administer the teachers' housing revolving fund under section 302A-833;

     (2)  Provide annual statements under section 302A-834;

     (3)  Conduct annual reviews of units under section 302A‑835; and

     (4)  Perform any other duty necessary to effectuate this subpart.

     (b)  The department, in partnership with the Hawaii public housing authority, Hawaii housing finance and development corporation, and the school facilities agency, may construct a teacher housing facility on any campus of a public school.  Each housing unit of a teacher housing facility that is located on a school campus and constructed or acquired after June 30, 2021, shall be rented only to a public school teacher:

     (1)  With less than six years of public school teaching experience in the State, or teaching in a rural or hard-to-staff location; and

     (2)  At an affordable rate comparable to existing teacher housing,

with priority given to public school teachers who are employed full-time at the school in which the housing unit is located; provided that public school teachers who own other residential real estate may not rent housing at the teacher housing facility.

    [(b)] (c)  The department may adopt rules pursuant to chapter 91 to effectuate this subpart."

     SECTION 2.  Section 302A-833, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

     "(b)  The revolving fund may be used by the department of education for any and all of the purposes of teachers' housing, including the planning, construction, maintenance, and operation of teachers' housing, including a teacher housing facility on a public school campus, as well as for the salaries of the necessary personnel in charge thereof."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2050.

DOE; Teacher Housing; Affordable Housing

 

Description:

Clarifies that DOE, in partnership with the Hawaii public housing authority, Hawaii housing finance and development corporation, and the school facilities agency, may construct housing for teachers on a public school campus.  Requires that housing units constructed or acquired on a school campus after 6/30/2021, be rented at an affordable cost to new teachers or teachers teaching in a rural or hard-to-staff location, with priority given to teachers employed full-time at the school where the housing unit is located.  Effective 7/1/2050.  (SD1)
