A BILL FOR AN ACT
MAKING APPROPRIATIONS FOR THE ADULT PROTECTIVE AND COMMUNITY SERVICES BRANCH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund two full-time equivalent (2.0 FTE) permanent child/adult protective services specialist positions to investigate reports of vulnerable adult abuse or neglect in the adult protective and community services branch, Oahu section, adult protective services program.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund one full-time equivalent (1.0 FTE) permanent general professional III position to provide financial review, analysis, and support for the adult protective and community services branch, Oahu section, adult protective services program.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund two full-time equivalent (2.0 FTE) permanent assistant program administrator V positions to provide support for the adult protective and community services branch, program development office, adult protective services program.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund three full-time equivalent (3.0 FTE) permanent child/adult protective services specialist positions for the Oahu adult intake unit, to provide statewide intake functions to the adult protective and community services branch.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund two full-time equivalent (2.0 FTE) permanent registered nurse IV positions to provide nursing support for adult protective services investigations in the adult protective and community services branch, West Hawaii and Kauai sections.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 to fund one full-time equivalent (1.0 FTE) permanent program specialist III position to provide program support in Maui county for the foster grandparent program and senior companion program.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 7. Notwithstanding any law to the contrary, the department of human services shall be authorized to extend the federal ceiling to fund the positions allocated in this Act and to increase the federal money made available for the purposes of this Act.
SECTION 8. This Act shall take effect on July 1, 2015.

Description:
Appropriates funding for FY 2015-2016 and FY 2016-2017 from the state general fund to DHS for positions within the Adult Protective and Community Services Branch. Authorizes DHS to extend the federal ceiling to increase the amount of federal funds available for the positions within the adult protective and community services branch. (SD1)
