A BILL FOR AN ACT

 

 

relating to tracking of state budget expenditures.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to require every state department to provide semiannual accounting reports, to require the assessment of these reports for propriety, and to require that these reports and assessments be transferred to the governor and the legislature for review.

     SECTION 2.  Chapter 40, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§40-__  State department accounting reports.  (a)  Every state department, as established by section 26-4, shall furnish the department of accounting and general services with semiannual accounting reports.  These reports shall present the accounting for the department's operating budget separately from the accounting for the department's capital improvement projects budget.  A justification for each expenditure, which shall be in the form of a receipt whenever possible, shall be included with the report.  The comptroller shall mandate uniform form and content requirements for these reports, provided that the reports reflect funding sources and amounts, budgeted expenses, expenditures made, balances remaining, costs incurred but not yet expended, and cash on hand values.

     (b)  Upon receipt of the semiannual accounting reports, the department of accounting and general services shall provide the department of budget and finance a copy of each report.  The department of budget and finance shall review each report to assess whether state funds are being used in conformity with the policy decisions and budget determinations of the governor and the legislature.  After completing the assessments, the department of budget and finance shall transfer the reports and the department's findings to the governor and the legislature for review."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2017.
