A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Fourteenth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $94,288,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the fourteenth representative district, as follows:

1.   Lahainaluna high school, Maui

     Plans, design, and construction for on-campus school staff housing.

     Plans                            $1,000

     Design                           $1,000

     Construction                $19,998,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Princess Nahi’ena’ena elementary school, Maui

     Design and construction for installation of A/C split units for F building.

     Design                          $15,000

     Construction                   $156,000

          Total funding                       $171,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Princess Nahi’ena’ena elementary school, Maui

     Plans, design, and construction for resurfacing and covering basketball court.

     Plans                           $25,000

     Design                         $110,000

     Construction                   $400,000

          Total funding                       $535,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Princess Nahi’ena’ena elementary school, Maui

     Plans, design, and construction for removal and replacement of an old unusable piece of playground equipment.

     Plans                            $5,000

     Design                          $12,000

     Construction                    $65,000

          Total funding                        $82,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Waihe’e elementary school, Maui

     Design, construction, and equipment and appurtenances for campus-wide electrical upgrade for ventilation and future installation of air conditioning to be installed campus-wide.

     Design                           $1,000

     Construction                 $2,498,000

     Equipment                        $1,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Mala boat ramp, Maui

     Construction for dredging of accumulated material at boat ramp and entrance channel for upland unrestricted use.

     Construction                 $1,000,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

7.   Lahaina bypass, Maui

     Plans, land, design, construction, and equipment and appurtenances for an extension of the Lahaina bypass road from North Keawe street to beyond Pu’ukoli’i road.

     Design                           $1,000

     Construction                $69,996,000

     Equipment                        $1,000

          Total funding                    $70,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2024.
