A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is created within the department of education a two-year pilot program for school bus transportation hubs in high-traffic areas.
(b) The department of education shall:
(1) Determine what constitutes a high-traffic area; and
(2) Establish one school bus transportation hub per county.
(c) The department of education shall submit a report of its findings and recommendation, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2026. The report shall include at a minimum:
(1) The criteria used by the department in determining what constitutes high-traffic areas;
(2) The total cost of the pilot program; and
(3) A recommendation on whether the school bus transportation hubs should be made permanent, and if so, whether more hubs should be added.
(d) The pilot program shall cease to exist on June 30, 2025.
(e) For the purposes of this section, "transportation hub" means an existing off campus public or private facility that may be used to accommodate the pick up and drop off of students.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 to establish and operate a pilot program for school bus transportation hubs in high-traffic areas.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 3000.
