A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE FIrst REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $22,628,215 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of financing capital improvement projects for the first representative district, as follows:

1.   To be expended by the department of education:

     A.   Haaheo school, Hawaii

     Construction of a sidewalk along Haaheo road that leads to the school.

              Construction            $   50,000

                   Total funding                     $   60,000

     B.   Paauilo school, Hawaii

     Construction of a sidewalk along Hauola road that leads to the school.

              Plans                   $    7,000

                   Total funding                     $   89,000

     C.   Hilo high school

          Auditorium renovation.

              Plans                      $100,00

              Design                    $400,000

     D.   Honokaa elementary school, Hawaii

     Plans, design, and construction for student drop off and parking.

          Kapulena agricultural lands

     Develop water infrastructure, including ground and site improvements, appurtenances, and connection to the lower Hamakua ditch.

3.   To be expended by the department of land and natural resources:

          Waipio Valley, Hawaii

     Stream safety and maintenance improvements.

4.   To be expended by the University of Hawaii:

          North Hawaii education and research center, Hawaii

     Nursing and culinary building.

5.   To be expended by the Hawaii health systems corporations:

          Hale Hoola Hamakua, Hawaii

     Elder day care and Alzheimer's patient unit.

6.   To be expended by the department of Hawaiian home lands:

          Department of Hawaiian home lands, Hawaii

     Agricultural water system for pastoral leases.

7.   To be expended by the county of Hawaii

     A.   Mamane street, Honokaa, Hawaii

8.  To be expended by state civil defense:

          State civil defense, Hawaii

Repair, maintenance, and mitigation of flood damage.

                   Total funding                     $1,400,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2014.
