A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Forty-ninth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $26,999,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:

1.   Kaneohe Civic Center improvements.

     Plans, design, construction, and equipment for Kaneohe Civic Center improvements.

     Design                           $1,000

     Construction                 $2,997,000

     Equipment                        $1,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

2.   Heeia elementary school, Oahu

     Plans, design, construction, and equipment for a security gate for building E.

     Plans                            $1,000

     Design                           $1,000

     Construction                   $197,000

     Equipment                        $1,000

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   James B. Castle high school, Oahu

     Design and construction for gym heat abatement.

     Design                          $30,000

     Construction                   $200,000

          Total funding                       $230,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   James B. Castle high school, Oahu

     Plans, design, construction, and equipment for a twenty-first century library; ground and site improvements; and equipment and appurtenances.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

          Total funding                     $1,100,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Maunawili elementary school, Oahu

     Design and construction for a parking lot expansion and safety improvements; ground and site improvements; and equipment and appurtenances.

     Construction                   $600,000

          Total funding                       $720,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Hawaii state hospital

     Design and construction for new chillers and related improvements.

     Design                           $1,000

     Construction                 $2,062,000

          Total funding                     $2,063,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

8.   Hawaii state hospital

     Design and construction for security fencing to enclose the patient lo'i area.

     Design                           $1,000

     Construction                   $400,000

          Total funding                       $401,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

9.   Hawaii state hospital

     Design and construction for weatherproof structure for existing campus switchgear.

     Design                          $50,000

     Construction                   $575,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

10.  Hawaii youth correctional facility

     Plans, design, construction, and equipment for canoe house renovations.

          Total funding                     $1,080,000

     The sum appropriated for this capital improvement project shall be expended by the department of human services.

11.  Hawaii youth correctional facility

     The sum appropriated for this capital improvement project shall be expended by the department of human services.

12.  Left turn lane at the intersection of Kamehameha Highway and Likelike Highway

     Plans, design, construction, and equipment for a left turn lane at the intersection of Kamehameha Highway and Likelike Highway.

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

14.  Windward community college

     Design and construction for a campus main backflow preventer replacement.

     Design                          $50,000

     Construction                   $250,000

          Total funding                       $300,000

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

15.  Windward community college

     Design and construction for an Agripharmatech bioprocessing facility.

     Design                         $150,000

     Construction                 $2,850,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

16.  Windward community college

     Design and construction for Hale ‘Imiloa HVAC/fume hood system replacement and exterior repairs.

     Design                         $200,000

     Construction                 $7,000,000

          Total funding                     $7,200,000

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2020.
