A BILL FOR AN ACT
RELATING TO THE SOLAR ENERGY STORAGE LOAN PROGRAM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Act
164, Session Laws of Hawaii 2023, is amended by adding a new section to part III to read as follows:
"SECTION 5A. Provided that of the general fund
appropriation for the solar energy storage loan program for the Hawaii green
infrastructure authority (BED138), the sum of $50,000,000 or so much thereof as
may be necessary for fiscal year 2023-2024 shall be deposited into the clean
energy and energy efficiency revolving loan fund established by section
196-65.5, Hawaii Revised Statutes, to be expended by the authority to make
solar and storage loans; provided further that the moneys provided in this
section shall not lapse at the end of the fiscal year for which the
appropriation is made; and provided further that any moneys that remain
unencumbered on June 30, 2025, shall lapse on that date."
SECTION 2. No later than twenty days prior to the
convening of the regular session of 2025, the Hawaii green infrastructure
authority shall submit to the legislature a report on plans to revolve moneys back
into the green infrastructure special fund so that the fund is self-sufficient.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on January 1, 2060.

Requires the Hawaii Green Infrastructure Authority to submit a legislative report on a plan to make the green infrastructure special fund self-sufficient. Effective 1/1/2060. (SD2)
