A BILL FOR AN ACT
relating to business.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the State is lagging behind in economic growth, innovation, and job creation. Hawaii possesses a large cache of underutilized and culturally diverse human capital, but also has a reputation for being anti-business.
Accordingly, the purpose of this Act is to change this negative perception and foster a small-business-friendly climate that offers targeted support and resources to entrepreneurial startups and small businesses seeking to expand, by establishing the position of chief entrepreneurial advisor to the governor.
SECTION 2. There is established the position of chief entrepreneurial advisor to the governor, which shall be filled by a qualified and competent local entrepreneur who is held in high esteem by the business community. The chief entrepreneurial advisor shall be appointed by the governor without regard to chapter 76, Hawaii Revised Statutes, and shall serve at the governor's pleasure, with compensation of $1 per year.
SECTION 3. The chief entrepreneurial advisor shall engage in the following activities:
(1) Meet regularly with the small business community to encourage small business formation and expansion;
(2) Facilitate contacts between the small business community and state agencies;
(3) Encourage networking between businesses in Hawaii and abroad;
(4) Apprise the governor, on a regular basis, as to the state of small business development in Hawaii; and
(5) Make regular pronouncements and conduct promotional activities, as often as practicable, to motivate and inform the community about the importance and mechanics of forming and growing small businesses in Hawaii.
SECTION 4. The chief entrepreneurial advisor may request, and shall be entitled to receive from any state agency, assistance or services needed to carry out the duties of the position.
SECTION 5. The opinions offered, and the services rendered by the chief entrepreneurial advisor under this Act shall be considered facilitative in nature, and the chief entrepreneurial advisor shall not be held liable for any adverse consequences resulting from any advice dispensed or activities conducted.
SECTION 6. This Act shall take effect on July 1, 2020.
