A BILL FOR AN ACT

 

 

RELATING TO HUMAN SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of education a two-year mobile facilities pilot program to provide services including laundry, oral hygiene, and food for any homeless minor and any member of the homeless minor's family.  Under the pilot program, the department of education is authorized to purchase, staff, and operate mobile facilities on department of education property.

     (b)  The mobile facilities pilot program shall provide, at minimum, the following services to any homeless minor and any member of the homeless minor's family:

     (1)  Clothes laundering equipment and supplies;

     (2)  Showering equipment and supplies;

     (3)  Oral hygiene equipment and supplies; and

     (4)  Food and drink.

     (c)  The department of education shall implement the mobile facilities pilot program no later than June 30, 2021, for a duration of two years.

     (d)  The department of education may procure mobile facilities equipment and services for purposes of the mobile facilities pilot program in accordance with chapter 103F, Hawaii Revised Statutes.

     (e)  The department of education shall submit a progress report of its findings and recommendations relating to the mobile facilities pilot program, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

     (f)  For purposes of this Act, "member of the homeless minor's family" means the minor's parent, stepparent, spouse, grandparent, brother, sister, uncle, aunt, and any other person who is a minor's legal or physical custodian or guardian, or who is otherwise responsible for the minor's care.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the purchasing, staffing, and operation of mobile facilities on department of education property to provide services for the mobile facilities pilot program, including laundry, showers, oral hygiene, and food for homeless minors and their family members, in the State.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on December 31, 2059, and shall be repealed on June 30, 2022.
