A BILL FOR AN ACT

 

 

RELATING TO TRANSPORTATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Although car rental operators (u-drive companies) contribute, by concession and other payments, an estimated $30 million a year to public airport revenues, these revenues are often used for improvements to airline and general airport facilities and not for improving, building, and constructing new and/or improved car-rental facilities.  As a result, the Legislature passed Act 226, Session Laws of Hawaii 2008, which implemented a car rental facility charge of $1 daily and appropriated up to $10 million for planning, design, and some possible improvements to car-rental facilities at public airports throughout Hawaii.  The construction of improved car-rental facilities, and the improvement of services that would occur as a result of these improved facilities, would enhance customer opportunities and satisfaction experienced at many other airports serving visitors throughout the United States who have such facilities.

     As reported by the rental car industry, as well as Hawaii’s Department of Transportation, while much of the planning and design of these car-rental facilities has been fast tracked, further appropriations are necessary for planning, design, and construction of these projects in the near future.

     The Legislature finds that this bill is both timely and urgent to help jump start our construction industry and economy while not over burdening the finances of the State since the daily surcharge fee is collected from renters and lessors of u-drive vehicles and placed in a special fund for such purposes.

     The purpose of this Act is to provide continued support for the car-rental industry and improve car rental facilities at airports statewide by appropriating funds out of the rental motor vehicle customer facility charge special fund for a variety of costs associated with several car rental facility construction projects at airports statewide.

     SECTION 2.  There is appropriated out of the rental motor vehicle customer facility charge special fund, established under section 261.5.6, Hawaii Revised Statutes, the following sums or so much thereof as may be necessary for fiscal year 2010-2011 to carry out the purposes of this Act:

     (1)  $2,400,000 for planning, design, and temporary relocation of rental motor vehicle operations statewide;

     (2)  $31,700,000 for construction and other costs related to the temporary relocation of current rental motor vehicle operations during construction of a consolidated rental motor vehicle facility;

     (3)  $14,600,000 for further design of rental motor vehicle facilities at Honolulu International Airport;

     (4)  $6,000,000 for design, permits, and construction of an overflow storage lot at Kahului Airport;

     (5)  $5,100,000 for initial planning and design of consolidated rental motor vehicle facilities at Kahului Airport;

     (6)  $1,500,000 for the statewide development and program management of the car rental facilities program; and

     (7)  $230,000,000 for the construction of a consolidated rental motor vehicle facility at Honolulu International Airport.

     The sums appropriated shall be expended by the department of transportation.

     SECTION 3.  This Act shall take effect on July 1, 2010.
