A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The current minimum grade point average needed to advance to the next grade level in public school in Hawaii is 1.0.  The 2009 Hawaii Secondary Student Conference by resolution number 27 found that the 1.0 grade point average is significantly low and relegates students to a low standard of academic achievement, as is evident from the comparatively low scores which Hawaii students earn on national achievement tests.  Accordingly, the 2009 Hawaii Secondary Student Conference recommends that the grade point average for advancement to the next grade level be raised from 1.0 to 2.0.

The purpose of this Act is to require a minimum grade point average of 2.0 to advance to the next grade level in public school.

     SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A-    Required grade point average.  Beginning with the 2010-2011 school year, a minimum cumulative grade point average for the school year of 2.0 on a 4.0 scale shall be required in order for any public school student in grades one through eleven to be promoted to the next respective grade level.  This section shall not apply to exceptional children under section 302A-436."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
