A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1.
The legislature finds that the current teacher mentoring program within
the department of education and schools of education at the various colleges
and universities in Hawaii lack adequate, ongoing compensation for classroom
mentors who contribute additional time, duties, and expertise to support
pre-service and school-level mentees.
This situation results in stressed relationships with mentees and a lack
of willingness to voluntarily engage in mentoring. Mentors must dedicate seventy‑five or
more hours of their time during the school year to mentor-training classes,
in-class observations, written evaluations, frequent feedback, meetings,
analysis of reflections, connecting work-to-school systems, sharing resources
for lesson development, and guiding high-quality interactions with students. The additional duties and time burden, as
well as a lack of incentives, discourage classroom teachers' commitment to
mentoring pre-service or beginning teachers and coaching marginal veteran
teachers.
The legislature further finds that
establishing a monetary bonus for mentors in the teacher mentor program would
increase satisfaction for both mentors and mentees, encourage mentors to commit
to investing in their mentees, and attract and retain high-quality, motivated
classroom teacher mentors to participate in the program.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A-
Teacher mentor incentive program. (a) There is established within the department a
teacher mentor incentive program.
(b) The incentive program shall include a
mentoring component in which mentors assist mentees by sharing the mentor's respective
expertise and experiences in teaching.
(c) The incentive program shall provide an annual
bonus to each mentor; provided that the bonus shall be subject to collective
bargaining.
(d) The department shall establish standards and
requirements for the incentive program.
(e)
As used in this section:
"Mentee" means the
less-experienced teacher in a mentor‑mentee relationship under the
incentive program.
"Mentor" means the
more-experienced teacher in a mentor‑mentee relationship under the
incentive program."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the teacher mentor incentive program of the department of education.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2050.
