A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the environment and public health and safety on oahu.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $10,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects, as follows:

1.   Honolulu board of water supply water system, Oahu

     Plans, design, construction, and equipment and appurtenances for the drilling and testing of a new exploratory well to provide a new source of water for the metropolitan area on Oahu, replace the water capacity lost from the shutdown of the Honolulu board of water supply Halawa shaft due to the Red Hill contamination crisis, allow for agricultural use and additional housing in the area and potable water for the metropolitan area, and provide an emergency backup source for the system.

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the city and county of Honolulu.

2.   Honolulu board of water supply water system, Oahu

     Plans, design, construction, and equipment and appurtenances for seven groundwater monitoring wells to measure and monitor the level, quality, quantity, or movement of subsurface water for contaminants with total petroleum hydrocarbons and aqueous film forming foam and allow for the monitoring of other contaminants related to the Red Hill fuel crisis.

          Total funding                     $7,000,000

     The sum appropriated for this capital improvement project shall be expended by the city and county of Honolulu.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
