A BILL FOR AN ACT
RELATING TO AGRICULTURE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the proper treatment of livestock wastewater is necessary to achieve adequate protection of the environment and human health. The legislature further finds that the Ydro Process eliminates odors and excess sludge, fats, oils, and grease from a livestock wastewater treatment facility, which allows the facility to operate more efficiently. Further, the Ydro Process increases the amount of biogas a livestock wastewater treatment facility produces, increasing its income from sale or use of biogas to produce energy.
The purpose of this Act is to establish a three-year livestock wastewater treatment pilot program within the department of agriculture.
SECTION 2. (a) There is established within the department of agriculture a three-year livestock wastewater treatment pilot program to implement the Ydro Process at livestock wastewater treatment facilities selected by the department.
(b) The department shall implement the pilot program in the county of Hawaii and may implement the pilot program in the city and county of Honolulu and the county of Maui.
(c) The department shall submit a report to the
legislature no later than twenty days prior to the convening of the regular
session of 2022 on the
following:
(1) Whether the process is cost effective;
(2) Whether the process has any other beneficial impact on the treatment of livestock wastewater, such as the removal of odors;
(3) Whether the process may be used in other areas of the agricultural industry in the State and may be expanded to those other areas; and
(4) Any other finding and recommendations, including any proposed legislation.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the implementation of the livestock wastewater treatment pilot program.
The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2150.
