A BILL FOR AN ACT

 

 

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 342G-104, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

     "(b)  Moneys in the deposit beverage container deposit special fund shall be used to reimburse refund values and pay handling fees to redemption centers.  The department may also use the money to:

     (1)  Fund administrative, audit, and compliance activities associated with collection and payment of the deposits and handling fees of the deposit beverage container program;

     (2)  Conduct recycling education and demonstration projects;

     (3)  Promote recyclable market development activities;

     (4)  Support the handling and transportation of the deposit beverage containers to end-markets;

     (5)  Hire personnel to oversee the implementation of the deposit beverage container program, including permitting and enforcement activities; [and]

     (6)  Provide grants to deploy reverse vending machines in the State; and

    [(6)] (7)  Fund associated office expenses."

     SECTION 2.  (a)  The department of health shall establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State.

     (b)  The department of health shall adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to establish standards for the distribution of grants to deploy reverse vending machines under the reverse vending machine pilot program.

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on June 30, 3000.

Reverse Vending Machine Pilot Program; Department of Health; Grants

 

Description:

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State.  Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines.  Effective 6/30/3000.  (HD1)
