A BILL FOR AN ACT
relating to the hawaii scientist-to-teacher pathway pilot program.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to establish the Hawaii scientist-to-teacher pathway pilot program within the department of education to recruit, train, support, and retain in the State qualified science, technology, engineering, and mathematics professionals as kindergarten through grade twelve teachers of those subjects.
SECTION 2. (a) The department of education shall:
(1) Establish a five-year Hawaii scientist-to-teacher pathway pilot program to recruit, train, support, and retain in the State qualified science, technology, engineering, and mathematics professionals as kindergarten through grade twelve teachers of those subjects;
(2) Administer and implement the Hawaii scientist-to-teacher pathway pilot program; provided that the pilot program shall adhere to any applicable minimum criteria, standards, or requirements pursuant to title 20 United States Code sections 2102 to 2104, known also as title II, part A of the federal Every Student Succeeds Act;
(3) Fund the Hawaii scientist-to-teacher pathway pilot program by allocating, beginning in fiscal year 2019-2020, a one-time, competitively-awarded grant that shall be awarded to an institution of higher education, a nonprofit organization, or a partnership among multiple organizations;
(4) Require that in order to be deemed eligible for funding, grant applicants shall demonstrate expertise in recruiting qualified science, technology, engineering, and mathematics professionals into teaching kindergarten through grade twelve and the ability to:
(A) Recruit qualified science, technology, engineering, and mathematics professionals using, but not limited to, the following approaches:
(i) Developing open education resources that can be used for statewide outreach, to attract qualified science, technology, engineering, and mathematics professionals into a career teaching children in kindergarten through grade twelve;
(ii) Creating a model for teacher recruitment, training, support, and retention that can be disseminated statewide; and
(iii) Developing partnerships with doctor of philosophy, masters, and other university programs and departments that focus on science, technology, engineering, and mathematics to educate graduate students, research scientists, and postdoctoral researchers about careers in kindergarten through grade twelve teaching; and
(B) Foster high rates of retention and teacher leadership of Hawaii scientist-to-teacher pathway pilot program participants using, but not limited, to the following approaches:
(i) Informing participants about the process for obtaining teaching credentials in the State, including information on teacher preparation programs, teacher internship and residency programs, and financial aid and loan forgiveness programs;
(ii) Creating Hawaii scientist-to-teacher pathway fellowships to support the transition of qualified science, technology, engineering, and mathematics professionals to careers as kindergarten through grade twelve teachers; provided that these fellowships shall support living expenses, tuition and fees, or other costs associated with the credentialing process;
(iii) Establishing mentor relationships between pilot program participants and experienced, credentialed kindergarten through grade twelve science, technology, engineering, and mathematics teachers;
(iv) Establishing agreements with teacher credentialing programs to facilitate timely achievement of credentials and subsequent job placement for pilot program participants; and
(v) Providing ongoing support and professional development opportunities throughout participants' first year of instruction; and
(5) Require that any institution of higher education, nonprofit organization, or partnership among multiple organizations awarded grant funding pursuant to this Act shall provide the department of education with any information required to generate a report that assesses the impacts of the Hawaii scientist-to-teacher pathway pilot program.
(b) The department of education shall submit a report to the legislature of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular sessions of 2021, 2022, 2023, 2024, and 2025; provided that each report shall include:
(1) The number and demographic data of qualified science, technology, engineering, and mathematics professionals participating in the pilot program;
(2) The number and demographic data, including the names and locations of the schools in which they teach, of qualified science, technology, engineering, and mathematics professionals who receive their teaching credentials in the course of participating in the pilot program;
(3) Annual job placement data for pilot program participants, including placement rates, subjects taught, poverty levels, and achievement levels of the schools in which they teach; and
(4) The total number of pilot program participants who have been trained and retained in kindergarten through grade twelve teaching positions in science, technology, engineering, and mathematics.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to establish, implement, and administer the Hawaii scientist-to-teacher pathway pilot program pursuant to this Act.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2019.
