STATE OF HAWAII

A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Third REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $4,700,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the third representative district, as follows:

1.   Wailoa river small boat harbor

     Construction for ramp loading dock repairs of failed concrete.

     Construction                   $400,000

          Total funding                       $400,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

2.   Wailoa river small boat harbor

     Construction for the installation of fenders on the ramp side of the harbor.

     Construction                 $1,000,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

3.   Wailoa river small boat harbor

     Design and construction to pave existing ramp parking.

     Design                          $75,000

     Construction                   $425,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

4.   Wailoa river small boat harbor

     Plans, design, and construction for dredging shoal.

     Plans                          $150,000

     Design                         $150,000

     Construction                 $1,500,000

          Total funding                     $1,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

5.   Wailoa river small boat harbor

     Plans, design, and construction for the expansion of ramp parking.

     Plans                           $50,000

     Design                          $50,000

     Construction                   $900,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
