A BILL FOR AN ACT

 

 

relating to small boat harbors.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of land and natural resources the small boat harbor management task force.  The task force shall study and explore the development, and possible implementation, of alternative management methods for essential small boat harbors in the State.

     (b)  The task force shall consist of sixteen members, as follows:

     (1)  The chairperson of the board of land and natural resources, who shall serve as the non-voting chairperson of the task force;

     (2)  The director of the Hawaii community development authority;

     (3)  The director of the Hawaii tourism authority;

     (4)  The chairperson of the Hawaiian homes commission;

     (5)  Two representatives from each of the following, one to be appointed by the president of the senate and one to be appointed by the speaker of the house of representatives:

         (A)  The Kaloko-Honokohau National Historic Park;

          (B)  Harbor or marina boat tenants;

          (C)  The Hawaii fishing and boating association;

          (D)  The environmental community;

          (E)  A local civil or community association; and

          (F)  Small boat harbor users from each of the counties.

     (c)  The task force shall study and explore the development, and possible implementation, of alternative management methods for essential small boat harbors in the State.

     (d)  The members of the task force shall serve without compensation and but shall be reimbursed for travel and other necessary expenses incurred in the performance of their duties.

     (e)  The task force shall submit a final report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the 2014 regular session.

     (f)  The task force shall cease to exist on June 30, 2014.

     SECTION 2.  This Act shall take effect upon its approval.
