A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Fifteenth and SEVENTEENTH REPRESENTATIVE DISTRICTs.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $14,811,090 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the fifteenth and seventeenth representative districts, as follows:

1.   Cook field, Waimea, Kaua‘i

     Plans and construction for the repair and remediation of retaining walls, replacement of fencing, and tennis court rehabilitation.

     Plans                          $260,000

     Construction                 $2,990,000

          Total funding                     $3,250,000

     The sum appropriated for this capital improvement project shall be expended by the county of Kauai.

2.   Hanapepe Chinese, Filipino, and Portuguese cemetery, Hanapepe, Kaua‘i

     Construction for a monument and other miscellaneous improvements.

     Construction                   $125,000

          Total funding                       $125,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

3.   Kāpa‘a elementary school, Kaua‘i

     Construction for a campus covered walkway and campus-wide electrical upgrade.

     Construction                 $7,276,090

          Total funding                     $7,276,090

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

4.   Kāpa‘a high school, Kaua‘i

     Design for new Kāpa‘a high school gym.

     Design                       $2,060,000

          Total funding                     $2,060,000

     The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.

5.   Kikiaola small boat harbor, Kekaha, Kaua‘i

     Design and construction for moving accumulated sand from the east side of the harbor to the west side of the harbor.

     Design                         $300,000

     Construction                 $1,500,000

          Total funding                     $1,800,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

6.   Nunu road, Kaua‘i

     Plans for feasibility study for highway connectors from the Nunu road extension behind the schools to the highway and highway intersection improvements at Cane Haul road, Hauaala road, and Kawaihau road.

     Plans                          $300,000

          Total funding                       $300,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation and Hawaii health systems corporation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
