A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the seventh representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The seventh representative district encompasses the area of North Kona and South Kohala.
The purpose of this Act is to appropriate funds for capital improvement projects for the seventh representative district.
SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012:
1. To be expended by the department of education:
A. Holualoa elementary school
Gutter installation $35,000
Total funding $35,000
B. Honoka'a high school
ADA transition and accessibility $40,000
Total funding $40,000
C. Kealakehe elementary school
Additional electrical outlets $125,000
Total funding $125,000
D. Kealakehe intermediate school
Handicapped ramp for portable $30,000
Total funding $30,000
E. Waikoloa elementary and middle school
Paint buildings $140,000
Total funding $140,000
F. Waimea elementary school
Restrooms renovations $120,000
Total funding $120,000
G. Waimea middle school
Restrooms refurbishments $80,000
Total funding $80,000
H. West Hawaii Explorations Academy
School site preparation
and facility planning $1,500,000
Total funding $1,500,000
I. Kanu o ka Aina school
Bathrooms, electric, ADA compliance $250,000
Total funding $250,000
J. Waikoloa public library
Planning and design $1,240,000
Total funding $1,240,000
2. To be expended by the department of land and natural resources:
A. Puuwaawaa water system, Hawaii
Renovations $50,000
Total funding $50,000
B. Kekaha Kai state park, Hawaii
Park improvements to Mananiowali: Kua Bay and Mahaiula sections including roadway and parking improvements
Design $250,000
Total funding $250,000
C. Kawaihae small boat harbor south basin Phase II, Kohala, Hawaii
Construction of a paved access road, drainage and water systems improvements
Construction $2,300,000
Total funding $2,300,000
3. To be expended by the Hawaii health systems corporation:
A. Kona community hospital, Hawaii
Health and safety renovations and upgrades $1,800,000
Facility master plan $750,000
Total funding $2,550,000
4. To be expended by the University of Hawaii:
A. Kalakaua marine education center
at Puako, Hawaii
Planning and design $3,500,000
Total funding $3,500,000
B. Potable water system test well
at Hawaii community college
at Palamanui, Hawaii
Planning and design $900,000
Total funding $900,000
5. To be expended by the natural energy lab authority:
A. Seawater distribution system upgrade,
Hawaii
Design and construction $5,000,000
Total funding $5,000,000
B. Mooring system of 40" seawater
pipelines upgrades, Hawaii
Construction $3,500,000
Total funding $3,500,000
C. Surplus offshore pipelines removal, Hawaii
Planning and design $750,000
Total funding $750,000
D. Comprehensive environmental
impact statement, Hawaii $2,000,000
Total funding $2,000,000
6. To be expended by the department of defense:
A. Veteran's center, West Hawaii
Site selection and design $300,000
Total funding $300,000
7. To be expended by the department of Hawaiian home lands:
A. Assessment and feasibility analysis
for potable water development,
Kawaihae region $250,000
Total funding $250,000
8. To be expended by the department of defense:
A. Civil air patrol, Kona airport
Building renovations $80,000
Total funding $80,000
SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated agencies for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2011.
