A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Nineteenth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $68,305,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the nineteenth representative district, as follows:

1.   Aina Haina elementary school

     Construction for a multipurpose office and health room adjacent to the administration building on the makai side.

     Construction                 $1,500,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Aina Haina elementary school

     Equipment and appurtenances for air conditioning for the campus.

     Equipment                      $200,000

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Hahaione elementary school

     Design and construction for a covered play court.

     Design                         $900,000

     Construction                 $2,100,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Hahaione elementary school

     Design and construction for an all-weather fitness trail around perimeter of school property.

     Design                         $500,000

     Construction                 $1,500,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Hahaione elementary school

     Design and construction for heat abatement and air conditioning improvements for forty classrooms.

     Design                         $200,000

     Construction                   $800,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kaiser high school

     Construction and equipment and appurtenances for school-wide outdoor and indoor paging to replace stolen outdoor speakers and  indoor phones and add an audio bell system.

     Construction                 $1,350,000

     Equipment                      $155,000

          Total funding                     $1,505,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Kaiser high school

     Construction and equipment and appurtenances to modernize the swimming pool stadium, including installing chemical and filtration equipment; spalling; converting existing light towers and underwater lighting to LED;  and installing hand railings to bleachers.

     Construction                   $700,000

     Equipment                      $900,000

          Total funding                     $1,600,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Kaiser high school

     Construction for temporary fix for light towers and fencing at the Kaiser stadium west for erosion control to mitigate runoff onto sidewalk.

     Construction                 $2,500,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   Kaiser high school

     Construction to install hand railings on Kaiser stadium bleachers.

     Construction                   $600,000

          Total funding                       $600,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  Kaiser high school

     Design, construction, and equipment and appurtenances for the performing arts and visual arts complex, including a 1200 seat auditorium with stage for 300 musicians, film production and broadcast studio, Scene Shop/STEM/Innovation space, dance studio, art gallery, and graphic arts classroom.

     Design                       $1,800,000

     Construction                $36,800,000

     Equipment                    $3,400,000

          Total funding                    $42,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Kaiser high school

     Design, construction, and equipment and appurtenances for the renovation of the weight room, including breaking down walls; demolishings vents, ducts, and unwanted items on wall and ceiling; putting in rubberized floor; adding new equipment; removing certain louvers and replacing with windows; repainting; adding ventilation and alarm system; and installing bumps in front of garage.

     Design                         $500,000

     Construction                 $2,000,000

     Equipment                      $500,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

12.  Kalani high school

     Construction for two portable buildings for classrooms to help special needs students build life skills and get job training.

     Construction                   $500,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

13.  Niu Valley middle school

     Construction for repaving and covering the basketball courts to create an outdoor assembly area.

     Construction                 $1,900,000

          Total funding                     $1,900,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

14.  Wilson elementary school

     Design and construction for a cover over walkway for outdoor student pick-up and drop-off.

     Design                         $100,000

     Construction                   $900,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

15.  Children's justice center

     Plans, land, design, and construction for a new facility for the relocation of the children's justice center.

     Plans                          $100,000

     Land                           $100,000

     Design                         $100,000

     Construction                 $5,700,000

          Total funding                     $6,000,000

     The sum appropriated for this capital improvement project shall be expended by the judiciary.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
